Ruto extends terms for top state agency chairs

President William Samoei Ruto has reappointed several non-executive chairpersons to key state agencies, including Raphael Munavu at the Konza Technopolis Development Authority and Francis Gichaba at the Kenya Tourism Board for three-year terms.

Julius O. Nyabundi will continue serving as chairperson of the Kenya National Examinations Council for four years, while Edick Omondi Anyanga retains the helm of the Kenya Nuclear Regulatory Authority board for three years.

All the reappointments took effect from March 13, 2026, according to several gazette notices issued under the relevant laws governing the respective state agencies.

According to the notice on the Konza Technopolis board, the President acted under powers provided by the Konza Technopolis Development Authority Order of 2012.

“IN EXERCISE of the powers conferred by paragraph 5 (a) of the Konza Technopolis Development Authority Order, 2012, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint—RAPHAEL MUNAVU (PROF.) as the Non-Executive Chairperson of the Board of the Konza Technopolis Development Authority, for a period of three (3) years, with effect from the 13th March, 2026,” the gazette notice states.

The Konza Technopolis Development Authority oversees the development of Konza Technopolis, the government’s flagship technology and innovation city located in eastern Kenya.

In a separate notice issued under the Tourism Act, the President also renewed the appointment of Francis Gichaba to continue leading the Kenya Tourism Board.

The gazette notice reads: “IN EXERCISE of the powers conferred by section 32 (1) (a) of the Tourism Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint—FRANCIS GICHABA as the Non-Executive Chairperson of the Kenya Tourism Board, for a period of three (3) years, with effect from the 13th March, 2026.”

The Kenya Tourism Board is responsible for marketing the country as a leading travel destination and supporting the growth of the tourism sector.

Professor Julius O. Nyabundi will continue serving as chairperson of the Kenya National Examinations Council following his reappointment for a four-year term.

The gazette notice states: “IN EXERCISE of the powers conferred by section 5 (1) of the Kenya National Examinations Council Act, 2012, I, William Samoei Ruto… re-appoint—JULIUS O. NYABUNDI (PROF.) as the Non-Executive Chairperson of the Kenya National Examinations Council, for a period of four (4) years, with effect from the 13th March, 2026.”

In another notice issued under the Nuclear Regulatory Act, the President renewed the appointment of Edick Omondi Anyanga to continue chairing the board of the Kenya Nuclear Regulatory Authority.

“IN EXERCISE of the powers conferred by section 8 (1) (a) of the Nuclear Regulatory Act… I, William Samoei Ruto… re-appoint—EDICK OMONDI ANYANGA as a Non-Executive Chairperson of the Board of Directors of the Kenya Nuclear Regulatory Authority, for a period of three (3) years, with effect from the 13th March, 2026.”

Additional appointments include Emilio Mugo as chairperson of the National Environmental Management Authority and Brown Ondego to lead the Kenya Civil Aviation Authority, both for three-year terms.

Furthermore, five members—including Anwar Oloitiptip, Shadrack Tulon, Abdikahiya Maalim, Nasra Ibrahim Ibren, and Jeremiah Apalia Lomari—were reappointed to the LAPSSET Corridor Development Authority board for three years.

All the appointments were dated March 13, 2026 and formally signed by President Ruto.
